Summary

The incumbent serves as the Facility Manager at the Consolidated Mail Outpatient Pharmacy (CMOP) located in Murfreesboro, TN. The incumbent will direct the formulation and execution of all facilities management including lease management, maintenance, space planning and construction, security, technical integration, and custodial services of the facility.

Help

These major duties include, but may not be limited to:

  • Delegating to each staff member the authority and responsibility to carry out assigned tasks.
  • Initiating, molding and setting policy, procedures, standards and goals for the Facility Management Program.
  • Developing and applying an Internal program of management review, appraisal and improvement.
  • Establishing priorities which recognize and incorporate budget and manpower constraints.
  • Collaborating with operations and program managers to ensure integrated goals and priorities are met.
  • Ensuring internal personnel-related programs are dealt with in a timely and efficient manner.
  • Providing formal and on-the-job training and instruction for the staff and coordinating facility activities with other CMOP programs.
  • Overseeing the administration of maintenance history records and reviewing all maintenance records and deficiency reports to determine when a major repair, overhaul, or replacement of equipment is required.
  • Practically applying the concepts, principles, theories, and methods related to the design, analysis, test, fabrication, or verification of analog or digital electronic systems, specifically programmable logic controllers (PLCs).
  • Conducting analysis and assessments to determine capacity of utility systems.
  • Responsible for maintenance and upkeep of the backup power source, and automation's air supply.
  • For minor construction, developing designs, specifications, layouts, plans and drawing for remodeling of existing building.
  • Interpreting specifications, architectural and engineering plans, blueprints and job orders.
  • Preparing detailed cost estimates for use in obtaining project funding and bid evaluation;
  • Developing statement of work for projects; describing specifications; monitoring projects.
  • Performing as a contracting officer representative for contract projects up to $50M.
  • Performing PERT assessments on contractors' schedules ensuring timely contract execution.
  • Assessing contractors' designs and evaluates contractors' performance in complying to requirements and to design.
Supervisory Probationary Period: Applicants selected for this position may be required to serve a one-year supervisory probationary period. Failure to successfully complete the supervisory probationary period will result in the employee being reassigned to a position in the agency of no lower grade and pay than the one the employee left to accept the supervisory or managerial position

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 07/24/2025.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

Individual Occupational Requirements(IOR): To meet the individual occupational requirements for this position applicants must have:

  • Education: Undergraduate and Graduate Education: Major study: engineering, industrial arts, property management, or business administration.

-OR-

  • Experience: Specialized Experience (for positions above GS-5): Examples of qualifying specialized experience include:
    • Managing a maintenance program for office or apartment building complexes, hospitals, recreation facilities, military, or other special-purpose installations, including planning maintenance activities, and developing preventive maintenance programs.

    • Conducting surveillance activities over construction and maintenance operations performed by a variety of private contractors, including reviewing project plans and specifications for workability, informing contractors of construction and reporting requirements, and supervising operations for conformance with project plans.

    • Performing maintenance or construction work, including estimating material and labor costs for a variety of construction or maintenance projects (such as construction or maintenance of brick, frame, structural steel, reinforced concrete, and other type structures ranging from one- or two-story buildings to larger structures), directing actual work operations.

Specialized Experience GS-13: Applicants must also meet the specialized experience for the GS-13 grade. You may qualify based on your experience described below for the GS-13 Supervisory Facility Operations Specialist position:
  • Project manager for multi-faceted construction or automated system installation.
  • Contract management experience with prime contractors and sub-contractors.
  • Personnel management and supervisory experience.
  • Direct support and consultation to specialized customer experience.
  • Experience with principles and methods used in planning, design, construction, and maintenance of buildings.
  • Experience with engineering concepts, principles and equipment, tools mechanical devices and their uses to produce motion, light, power, technology and other applications.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

Physical Requirements: Work requires frequent and recurring inspections, site surveys, etc., in which there is a great deal of walking, climbing, stretching or reaching, recurring bending, stooping, and lifting, as well as sedentary work in office settings.

Receiving Service Credit or Earning Annual (Vacation) Leave: Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee.
